The European Union has recently unveiled a long-awaited migration and asylum pact, with the ambition to fix what is widely acknowledged as an ineffective system. The new pact proposes to withdraw the Dublin regulation and replace it with a “fair sharing of responsibility and solidarity between member states while providing certainty for individual applicants”. In this regard, the European Union has called for a compulsory system, through which member states would either agree to take in asylum seekers or take charge of sending back those refused asylum.

Questions to be addressed include: How does the new pact improve asylum and migration management procedures? Will fundamental rights be respected in the new screening and border procedures? How can Europe be tougher on smugglers? Should the cooperation with third countries include the establishment of hotspots to process asylum requests outside European territory? What is the best way to strengthen the agencies that secure the EU’s external borders? Will the new pact prevent humanitarian disasters – like the situation on Lesvos, following the fire in Moria refugee camp – from being repeated?
